Person creation rationale

Launchpad automatically creates user accounts under certain circumstances such as Gina package imports or debbugs imports. These accounts are created without any validated email addresses and are used to aggregate information about that person. The owners of these accounts may discover Launchpad at a later date and wonder why Launchpad knows about them. It should be made clear why the accounts are created and what information has been collected.
